Low Growing Grass?

Does anyone have any experience or know of a type of vegetation that grows no taller then 2' and will not require mowing?  I have a site that I am developing and the neighbors are being permitted to have a say in the final site design and they have requested a low-growing grass (less then 2').  The problem is that this will not be a site where people will be at on a daily basis and maintenance is not something the property owner wants to deal with.  This site is located in SE Pennsylvania.

You may look into some of the newer cultivars of "Low mow bluegrass"  golf courses are putting these grasses in the fairways and cutting them around 0.350".  I have used a type called "Nu Destiny" in some grassed areas just to see what it would be like at 2 to 3inches and didn't really have to mow it this year.  The seed manufacture is Jacklyn Seed.  One thing to keep in mind is my area was in a drought and these grasses are slow to establish compared to rye, bent, etc.
