silicone removal

a toilet seat has to be removed from the wall where it is mounted. To reach the screws there is a cap which was sealed with silicone. How do I remove the silicone to open the cap without breaking the cap or wall?

install more silt fence. armor the banks with rip-rap. make sure your permits are all in and approved.
