toxic waste as road dust control?

Anyone remember a case from many years ago where a contractor  supplied a government agency some dust control liquid that turned out to be hazardous waste?
I seem to remember that the toxic material made some folks sick, and that the roads had to be completely removed and rebuilt; but I can't get Google to find the details...
I'm trying to explain why we require MSDS sheets and lab tests before trying new material, and this case history would help make my point.
Any suggestions?

There have been a number of different cases of toxic materials used in dust suppression.  Waste oil from transformers rich in PCB (dioxin hazard) were used in one famous site.  Drilling fluids with chromium and other heavy metals have also been problematic with dust control.

the case I was thinking of...  the town of Times Beach, Missouri, which had to be abandoned and became a Superfund site in 1985.
