There are several ASTM proceedures for load testing piles
1143 - Vertical Static Compressive Load 3689 - Static Axial Tensile load 3966 - Lateral Loads

I want to know if the Dynamic pile test (PDI) is equivalent to the static pile test.

My personal opinion is that in most soils they are NOT equivalent. However, there are a lot of people who believe that they are equivalent, and not all of those poeple perform the tests.
You will have to determine if they are equivalent in your specific situation based on the type of loading you will see in the future and soil type.

My experience (and that of literature I've seen) indicates the capacities indicated by dynamic testing are less than those from static testing.
The great thing about dynamic tests are that you can do many tests throughout the project which is particularly handy if you have changing conditions (ie. a long bridge).
If this is for a DOT project, check with the DOT engineer and ask for the details of their methodology.
In my opinion, dynamic testing is a great tool.
