I wondering who is in charge of permitting ponds in South Carolina. Does it matter whether it is a stream fed or dry pond? Thanks

Dams are regulated, excavated holes are not.

I believe all major grading will require a grading permit whether it is a hole or an embankment. small dams (less than 25 feet high and less than 50 ac-ft storage) are much easier to permit than larger ones. There may also be a permit required from the state division of water resources.
