Pipe bollard calculation for Fuel Dispensing Station

I currently am working on a job to design a pipe bollard that uses Section 312.3 of the 2006 International Fire Code?  What reference material do you recommend?  I am wanting to use a 4" steel pipe set in concrete as my bollard post.
