Haul Road Design?

I have a meeting next week to discuss the design of a haul road for a SpacePort construction here in New Mexico. The NMDOT hopes to use gravel/base course as the temporary haul road surface treatment.
I already have a copy of the FHWA/South Dakota DOT "Gravel Roads - Maintenance and Design Manual" guide for gravel road design and I'm looking into some of the other mining states for additional information.
Does anyone know of any other references that I could review? I don't know any particulars in regards to this job...in fact, I was just notified of this meeting about an hour ago (don't you just love it...). Anyway, any reference you could forward me would be very helpful.

If you can, get a copy of the road designs, from the Midgetman missle project. This was the one where the US was going to do a "shell & pea" hiding game with Soviet satellites as to in exactly which silos ICBMs were going to be kept. Road design wise, it involved haul roads designed for very heavy loads. The project died on the negotiating table at Geneva, but not before alot of design work was done.
